Hi, looking toward the future, for reapplicants is it ok to do any of the following when applying to the same schools again:

Dramatically change the theme of your PS/Secondary essays...not mentioning something that was central previously, or downright contradicting yourself.

Leaving out ECs that you had previously considered most significant

Adding new ECs that you now claim as most significant

Significantly change why you want to attend their school

Any of those should be fine. You are limited to 15 ECs, so you could have left some out in favor of others, or you may have new ones that push older ones out. If you think your PS was what did you in, then I'd redo it (though I'm sure you'd have to have a really bad PS for that to happen. Written in crayon and pudding stains bad). And changing your tack for why you want to go to that school is not a big deal. The thing is to just make your reason, whatever it is, understandable, clear, and backed up with statements that you feel strongly about.
