I plan to reapply for the 2012-2013 cycle I was wondering

1) Do I need completely new letters of rec? Is it ok to have some new and some old LORs

2) Should I completely revamp my personal statement? Can I reuse the old one with very minor changes? ( I really like my old personal statement)

3)Should I wait till july to submit my application after retaking the DAT or should I apply immediately on june 4th?

Your advice will be much appreciated! Thank you!!!

1) no

2) just make it prettier and reflect the "changes" uve made this year

3) submit everything in june then mail dat scores in july

You should be good with old and new LOR's. Make sure that you do have a few more recent letters or request your evaluators to renew the older letters if they're too dated.
You probably put a lot of effort into your previous personal statement and don't want to touch it. It's important to talk about some of the great things that you have done since your last application process: academics, extra experience, volunteering, etc., or something amazing that you did and you could make it personal. Try to maybe insert a paragraph (2nd or 3rd in your letter) talking about your accomplishments, without totally rewriting your statement.
I agree with the previous comment, submit your application early in June. Most of the info will be transfered from the last cycle and will make your process a bit simpler this cycle. On the app you will specify the date when DAT will be retaken. Once you'll take your DAT (try to do it earlier if you'll be ready), the updated score will be sent to schools. Good luck.
