when dealing with reducing agen, the more negative the E the more product is the reducing agent right?

for example:

2Fnegative-> F2 + 2e E= -2.87

2Clnegative-> cl2+ 2e E=-1.36

so for this is Fnegative more reducing agent or Clnegative?

Are you asking which one is the reducing electrode?
Here is what I know: A better reducing agent becomes oxidized faster and reduces another molecule. A smaller E, the more negative one, will be the anode and will undergo oxidation in electrochemical cells.
