Reference Letter Question

I am applying from Canada,

Would it be inappropraite if I collect all of reference letters from my profs and fedex it along with my secondary app?All the reference letters are sealed at signed at the seam. I just don't want to fedex them individually due to the astonishing cost and snail mail takes >2 weeks from Canada.
