I have a program that I am unsure of where to rank (say, btwn 2 to 4), and I didn't get a chance to see it in action (i.e., didn't see morning report, conf, residents working, etc). I'd like to stop by again just to shadow (don't really need to talk to anyone in the admin). But during the interview day there was no mention of second looks. Would it be a huge hassle for the PC/PD if I requested it? And is early February too late for one?

It's not too late if the ROL deadline hasn't passed.

I'd simply contact the program. Not sure why you didn't see it in action on your interview day, but if you explain what you are looking for they should set it up for you. If they don't, that's pretty telling, no?
