I emailed my resume to a professor and it's been ~3 weeks. I still haven't heard back. Should I move on or email her and ask what's going on? But I don't want to seem annoying.

Send a follow up email. There's a good chance your professor's email is swamped and yours just got missed. If you still get no response, then move on.

A better option is to go in person and hand in your resume.

You were looking for a research job and you just sent a resume? If this is for a research position, I would email your professor again as a follow-up to the last email and ask to meet in person if possible.
 
I would start emailing other professors, but definitely send that professor a follow-up email.
