Well, naturally, a low GPA will make it even harder.
There are pharmacists who are accepted to PGY1 programs a year or two after finishing pharmacy school for all sorts of different reasons, so it's possible. There is no rule that says you cannot apply and give it a shot just because you've been out of school for a couple of years. It can be hard to do because the typical applicant applies while still in pharmacy school, so there is usually something atypical about applicants who apply after finishing pharmacy school, and usually not in a good way, but there are exceptions. There are some extraordinary circumstances, where maybe you couldn't move for a couple of years and the residency programs in your area were not a good fit for you, or maybe you were doing a great job in retail, but decided you would like to take your career in a different direction and try a new challenge. But if you have applied for residencies two years in a row and have failed to match because you have really bad grades or an overall weak application, or you haven't manage to find a job in two years, that's an entirely different situation. If that's the case, I wouldn't stop you from trying to apply to residency programs, but I wouldn't have high expectations of you matching.
