At the institution of a friend of mine, in years where there are a lot of qualified (on paper) candidates, they've done 2 "waves" of interviews. For example, first set of interview invitations out, interview in January, and based on how promising they are, call it a day and rank them. Other years, they've done a second "wave" of interview invitations, get them to come in during February, then discuss the rank. (the second wave being candidates who had lower GPAs, weaker rotations, less robust CV's, etc than the first wave)
