Resistance from program in getting a license

Has anyone heard of situations where a residency program or GME is DISCOURAGING a resident from getting their full medical license early during residency, say PGY2? Something about the permit not being valid once you have a full license and that being a problem for the program (i'm guessing from a liability coverage standpoint) 😕
 
If you have a GME permit (limited license, GME license....), you are covered under the same blanket policy as all the other interns and residents. Your scope of practice is limited, you are required to do everything under supervision and the risk and premium per resident is pretty low. Once you have a license, the hospital might have to put you under a different policy, similar to the one faculty and fellows are under.

And then again, it is entirely possible that they are bull****ting you so they can keep you from moonlighting.
