Schools receiving LOR

For the 2015-2016 cycle..
Are applicants supposed to send in LORs before an interview? Or even before a school contacts the applicant?

If so can they simply be sent electronically (interfolio) ?

You can send them whenever you want. On some schools websites it says you can bring them to your interview, but personally I'd send them before then. You can mail them directly to the schools or electronically (yes interfolio)
