Anyone know where I could find something that defines the scope of practice for podiatrists per state?

ACFAS has a summary type sheet for each state in a privileged area of their website that you should be able to access with your student membership. I'm skeptical of mass summaries personally - find the state scope of practice for the individual states you care about and view the exact language to avoid surprises.
