So for the scramble (not the SOAP)...like when the barriers to communication are lifted - what is the protocol to contact the programs - do you just call them up on the unfilled list? Please advise and thanks.

The scramble doesn't exist anymore. It was replaced by SOAP a few years ago.

Post SOAP Scramble on Thursday?? Whaaaa...? Would it be possible for you to post a link to any information regarding this?
ETA: I took another look at the Match timeline and saw that all unfilled positions (regardless of SOAP participation) are published Thursday evening after the last round of offers is complete. I assume, then, that we can contact these programs on our own and appeal to them for a position?
Does this list include "out-of-match" programs as well? Or just programs that were in the Match but chose not to participate in SOAP?
