Can you receive secondaries from DO schools without LORs attached?

What do you mean "without LORs attached"? For the DO application, LORs are to be submitted with/at the same time as the secondary in order for your file to be complete. The only exception to this is LECOM, which asks for LORs after you get an interview invite, and they must be submitted by the day of the interview.
