I'm having some trouble resizing the picture without the quality getting significantly worse. What is the best way to get it to the 2 x 3 size?

I'm having some trouble resizing the picture without the quality getting significantly worse. What is the best way to get it to the 2 x 3 size?

I used adobe photoshop, had that 640/480 pixel option.

I had no problem uploading an iPhone photo (after retouching) to Columbia's portal. it resized it itself into a smaller portrait size.
