I would like to sign up for some of the subject exams in the basic sciences (Biochemistry, specifically). But it appears from the NBME website that only medical schools can purchase the exams to administer to students? There seems to be no way for students to individually register and take them at test centers, is this correct?

That's correct. Unless it's changed in the last few years shelf exams were paper/pencil, administered and proctored by the school. If you were able to buy the exam yourself, you'd simply be able to look up all the answers ahead of time. If you're looking for an additional study aid or just to get a flavor for the questions, you might consider signing up for a short trial of Step I Kaplan/USMLEWorld q-banks and just running through the biochem questions.

This link seems to be for the actual practice Step 1 exams. I can't find any shelf exams on it?
just out of curiosity, why do you want to take shelf by yourself? it seems if you want to prepare for step 1, there are other q-banks to use.
