Should i trust Kaplan explanation or my textbook?

According to Kaplan explanation, question 18 ochem diagnostic test, the activating substituents -NH2> -OR.
But in my textbook test, it rank the order of strength of activating substituents where -OR>-NH2

So what should i do???
 
I hate it when that happens! From what I remember, O-R is more activating. Maybe try consulting a 3rd book?
 
Both are considered strongly activating, but my orgo textbook says -NH2 > -OR. I think it is because the N is more willing to send its electrons into benzene than O because it is less electronegative, but that could be wrong.

NH2 is stronger activating
100% sure.
Think of it like this, NH3 is much stronger base than HOR
Hence NH2 group will more likely donate electrons that OR
