Just like they should be allowed to filter someone who isn't from Harvard or from UCLA or perhaps they only want people from their state so they filter everyone who isn't a resident of said state.

they could screen on absense of step 1 score, then stratified step score, then research.

If your app is competitive enough, it is the PD that is missing out, and not you. Make your app competitive enough then see where that lands you.

Its like how I filter out crappy starbucks with yelp, its so empowering when I click the '4+ star' only button. Its like dumping all the crap out on the floor while calling the hired help to come fix it. Exhilarating. Sometimes I throw a paper straw wrapper on the counter and tell them 'hey can you get that' and then do it again when they turn around to throw the first wrapper away. Then I remind them that I'm 'checked in' on yelp here and that cleanliness is very important to a food service company. We need standards, commoners must remember their place. In the future I hope to be able to filter by robot barista also.
