I will be skipping all my 2nd looks due to financial and personal reasons. Will schools look at this as I am no longer interested in attending the school? If so, will this hurt my chances of getting an university scholarship?

Would it be a good idea to email the dean and tell him/her the reason I can't make it to the 2nd look and that I'm still very interested in attending the school this fall?

I always figured that scholarships were a way for schools to attract the students that they really wanted but who they weren't sure they could get to attend unless they threw money at them.

Completely not an answer to your question, but what are 2nd look weekends?

No, it probably won't hurt your chances, but explaining your absence will help you sleep at night and couldn't hurt (besides the fact that it's the nice thing to do).

if you're already in, then nothing is going to hurt your chances.

why not say that you love teh school but cannot attend due to financial reasons, but will be in touch.

Right, no need to worry if you've already been accepted....sure, go and email the dean, im sure he'd appreciate it, it is courteous and shows that you are still very interested in the school, even though you cannot make 2nd look for valid reasons

It's not like they will (or even can) rescind an acceptance because of non-attendance. Second looks are recruitment tools, not another round of cuts.
