Don't jump to conclusions so fast! You should call the office in the morning and see what they say about it. The email included information on what it means if you're rejected, so it wouldn't make sense for them to just exclude people from getting it for that reason. You should definitely call them, it was probably just a technical error or something.

Was your application considered "complete" by February 1st?
Cause that's all the email was about, just to let us know everything was in by Feb 1st so we'd get a notification by Feb. 15th.
LOL but it comes out at 12 EST on Sunday meaning that's Saturday 11 PM for me, me praying in church on Sunday wouldn't matter 🙁
Hi! I submitted my application on February 1st. After 10 days, my application status was shown as "Completed" and my application was "In Review" for all the sites. When I called SMDEP today, they said that my application was supposed to be completed by February 1st but they received my transcript on February 4th. They told me that I will be getting my decision on April 1st, even though on my application says that I will get a decision by February 15th. I also didn't receive an email, that everyone is talking about here, about getting a decision on February 15th. Does this decrease my chances of getting accepted to the sites I picked?

SAME! I just checked now I am all in review. I'll be happy if I at least get into one of them!!!!!
It might. Did you ask the SMDEP people about that when you talked to them? Since the sites have already had your application for a while though, it might mean that your chances aren't decreased too significantly.
I didn't ask them that question and I don't think they're allowed to tell me that I have less chances of getting in. The sites can make their decision whenever they want, it's just that I am going to find out later than I thought.
