so confused about transcripts

Are transcripts processed only after you submit?

My understanding is that you can send in transcript, it will be processed, and only THEN can you submit. Is this true or false? Please help I might be unnecessarily wasting my time by not submitting.

You can submit before the transcripts arrive. Once they do, your app gets placed in the verification queue to be processed.
