solution making question

If I am supposed to make 0.1M Tris-glycine solution pH9, do I calculate 0.1M for both Tris and glycine by using their molar masses, and then bring the volume close to 1 liter, after which I adjust the pH by adding either base or acid to bring to pH 9? Or is there another way of making this buffer? Thanks for help guys.
