On the Stanford secondary, it asks to indicate YES/NO for applying to the KH scholarship program.
What should I select if Im on the fence about applying to KH?
Is the answer that I indicate on there a permanent final answer?

You cannot change it after you submit the secondary. You will need to start the KH application before you submit your Stanford secondary so that you can get a KH app number.

Worst that’ll happen is you won’t submit KH by the deadline and Stanford doesn’t look at you until October. KH was a beast of an app, but it is also fun. Good for self discovery.
