State schools having a high international interview % but low OOS interview %

Indiana and UNC come to mind. What does this mean? Perhaps the internationals are "residents" of the state who don't have their greencards?
 
This is purely anecdotal, as I have nothing to back it up with, but International students applying tend to be the cream of the crop. High GPAs, high MCATs. Otherwise, there's too much of a bias against you. It may just be that the internationals being accepted have much higher numbers than the OOS students being rejected.
 
True but it's kinda weird that this only happens with a select few schools (Indiana and UNC)
