Stating that a particular school is my top choice

For all practical purposes your words are meaningless in this process. Sure, you can write an LOI (or two) if you are eventually wait-listed but everyone and their grandmother writes that the school is their top choice so it doesn't really carry much weight.
 
Is stating that a school is my top choice (not "one of the top choices") post-interview the same thing as stating my intention to attend the school if they offer me a seat? In other words, am I f'd if I hypothetically decide to withdraw post-acceptance from the school that I said is my top choice?

You're not f'd, it's just a little tacky. No one will care except you, but I would avoid jerking a school around just to get an acceptance.

At an informal meeting between me and an admissions dean... I said "this is my top choice"... he went "this is everyone's top choice" with a smile.

Keep in mind that sending in such a letter might decrease a school's interest in providing a merit scholarship offer.

I guess we have to play the game if we want monies.
