So at a number of interviews I had to sign a NRMP policy form - you have to have pass Step 2 CK and CS to be ranked.
Could be program specific. you can just ask them directly at the interview or e-mail them.
At our program foreign grads have to have both step 2's prior to ranking. American grads depending on their prior performance would likely benefit as well.
