Submit tomorrow vs. wait for dept letter

I'm ready to submit tomorrow (to a noncompetitive specialty), have all my letters in except my departmental letter which theoretically will go mid-next week. Should I submit tomorrow or will it look strange to programs that I'm missing the most important letter of my application? I've also heard that this year PDs won't see the title of the missing letter, so they won't know that the dept letter is coming. Any advice would be appreciated, thanks.

Go ahead and submit tomorrow. Lots of people have letters that are still outstanding.
