Can you take your upper level classes over the summer at a local university? I'm thinking about taking two upper level engineering classes over the summer to free up space to finish prereqs

Of course you can, but it'll be hard because upper level classes are limited even during regular semesters. Make sure you register early and have finances though out cause those summer courses is no joke(cost wise). Colleges don't offer financial aid to visiting students, so expenses will be straight out of your pocket. I'm speaking from experience.
