Which option is better, to put the preliminary programs in the primary rank list after the advance programs or to put them in a separate supplementary list?

If you don't put them in a supplementary list and link them to your advanced programs, you won't match in a prelim program if you do match to an advanced program.
The decision is pretty simple.
