switching to anesthesia with a EM base year?

Where did you do that? That sounds awesome... Or did you switch after EM PGY-1??? I never heard that a prelim year of EM was available.

I switched this year as well from a pgy-1 EM position to a CA-1 position starting in July. It is possible. Message me if you need any info.

Would a year of Peds satisfy the prelim year?

Most likely, no. Some programs might make an exception but most would likely accept only a few months of the pedi first year and require you to either do either a full prelim year or make up the difference somewhere in the course of your new residency.
 
A year of Peds satisfies the Base Year.
