Taking and/or Passing the Boards

Does anyone know the logic behind why some schools require you to only take and record a score on the boards and others specifically require a passing score to graduate? I was thumbing through the MSAR and noticed that there's a variance in what schools require, and can't think of any good reason why they wouldn't all require a passing score...

umm...I'm pretty sure that all US schools require a passing step 1 and 2 to graduate...although...you don't have to pass step 2 cs at my school in order to graduate

I assumed it was for people who wanted to go to medical school but didnt necessarily want to practice medicine. Like MD/MBAs or health care policy, etc.

I could be totally wrong ps.
