taking step II CS too late

I interviewed at the University of Utah last week (great program) and they told me they have a policy that keeps them from ranking applicants who do not have their step II CK and CS results in before rank order lists are submitted.
Is this pretty standard? Any other schools with a similar policy?

Makes things interesting for DOs who only have one testing site for step II CS with no slots open before mid March........

Well for IMGs/FMGs, they are auto kicked out if they have not passed step I, II CK and II CS. No ifs ands or buts. So it's a waste to rank such an applicant.

Can I ask when you registered for Step II CS? I decided to wait to take Step I and I'm not taking Step I until March and can't register for Step II until I have taken Step I.
