TBR CBT 1 Bohr Radius

So I just finished the 1st TBR CBT and This question just doesn't make sense to me conceptually. Its question 37. It states at that the bohr radius the two bonding atoms are at their optimal bonding state. It then says at the optimal bonding state, the electronic attraction is > than the electronic repulsion otherwise the bond would break. Why would it not be electronic attraction is = to electronic repulsion?
 
fwiw this doesnt make sense to me either. if there is an imbalance of forces there will be a change in bond length... if they're settled at their optimum (minimum energy) bond length attract=repel i would think.

if that's all the info they gave i'd be inclined to call shenanigans, though i'm wrong a lot so hopefully other ppl will give input.
