Is this question poorly worded or is it just me? Are they asking for region 1 compared to region 2's pressure/velocity or region 2 compared to region 1?

Also, if we know area of region 2 is 1/2 area of region 1, why can't we assume velocity would increase by factor of 2 and therefore pressure would decrease by factor of 4?

P + 1/2pv^2 + pgy

To make what you are saying true, v and P must be multiplied with each other.

Ex: 7 = 4 + 3

7 = ? + 2(3)
? = 1

Is 4 decreased by factor of 2? No.
