For the most part, Texas schools and most state schools for that matter give heavy preference to in state applicants. I have been in Dallas for a year now and having visited Baylor Dental school, TCOM, and Southwestern Med sChool in Dallas, they all say that they give spcecial preference to Texas residents. In the case of med school, Southwestern, the only out of state applicants accepted have an avg. gpa of 3.9 and mcat of 30, which is awfully high.
Dont get pissed off. This is the case by law that 95% of all students accepted at medical and dental schools in Texas must be in state applicants or they lose funding which would drive tuition up and its high already, lower applicant pool and thus force in state students out of state to private schools. HEll, if you had to pay private school tuition at an in state school how many folks would stay home. Why is this important? Texas, like CA and NY are the most heavily populated states 1,2,3(NY b/c of NY City) and thus their hopes is to take as many in state people as possible who will hopefully stay in state to practice. In many rural areas in states and Texas is no different, there is a 6month avg wait time to see a dentist so the need is real.
In Louisiana which is where I was raised and my parents still live, I received written notification when inquiring about LSU School of Dentistry in New Orleans that I would be considered an out of state applicant(I knew this already) and that out of the 60 students taken in every class only 4 will be out of state. Four of sixty. If you doubt me I can send you the letter via email from the admissions secretary.
So, the fact of instate preference in my opinion is not only realistic but in many cases warranted. This is precisely the reason why states that do not have a school like AK have in state preferences with other states like OK and Tenn, but I am not sure this varies, but this does exist.
Besides, for those who dont want to play the state's rights route, I would simply apply to a private school, pay the extra money, and leave the stress for actual classes and clinicals in dental school and not the admissions merry go round.
