Time crunch? Submitting Secondaries before Committee Letter is Received

So here's my dilemma:

I am sitting on a load of secondary applications that I am working through as quickly as possible, but I'm working full-time this summer so it's taking me a while (plus, I'm a perfectionist, so I never feel ready to submit an essay). Right now it's been 2 weeks since AMCAS verification, and I'm almost done with the secondaries for 3 schools (of ~10).

So here's my question: my committee letter still hasn't been submitted, and won't be for another couple of weeks at least. That being said, do I need to rush to get these secondaries submitted ASAP, or does is not matter so long as they're submitted before my letter is (i.e. do the schools look at the "time to submit secondary" even if that's not the last piece of the application).

I'd love to know the answer to this question too.
 
I've heard of some schools like NYU wanting your secondaries within 2 weeks but I think you should spend as much time as you need to finish them and do it well. The adcom members read them carefully so take them seriously. Do it properly but don't waste time.

Thank you for this helpful advice, but I'm not sure it entirely answers the question. Since schools like NYU would not even be able to read the application until the committee letter is sent, then why would we try to send it in before then?
