Timing for "Letter of Intent"

When is the right time to send out the letter of intent? I understand that a lot of programs are already getting together to work on their rank lists, so I'm not sure if waiting till February to let our #1 program know of our choice is too late.

If you know for sure it's your #1 (done interviewing or lower programs left) then I don't see any harm in saying it now

I'm 95% sure they are my number 1, I just need to talk to one of my mentors to give me the blessing that I am doing the right thing, lol. Unfortunately I won't be able to meet with him for 1 week. Part of me knows this is for sure my number 1 and I feel like just sending the email now. Other part of me thinks I should wait. And then there is a third part of me (I'm divided in thirds lol) that thinks I shouldn't send anymore post interview email besides thank you's and let the match algorithm do it's thing.
 
I would wait to be done with interviews and 100% sure, just because (at least in my mind) when you send that "You're number one" it's binding. It's not binding in reality, but from a keeping your word standpoint I think it should be viewed as such.
 
I sent mine when I figured it out for sure. I know at least two of the programs are meeting in the first and second weeks of Feb to figure out their rank lists, so I figured I'd send my letter of intent before then.
