Timing for Registering for USMLE Step 3

I am planning to sit for USMLE step 3 during first wk in april, 2008. I plan on registering for Step 3 through the Connecticut State Medical Boards. My question is given the above in mind, when should I start filling out the online application for USMLE step 3 registration on the FSMB website. I know that you have 90 days eligibility period to take Step 3 from the day you receive your scheduling permit, but I do not know what the actual turn around time is for FSMB to process all the paperwork and send the scheduling permit. I would appreciate someone who has registered for Step 3 through the Connecticut State Medical Board to help me figure out the time-table for the registration and scheduling process for Step 3. Thank you.

I haven't had any experience registering but on the website:

"The FSMB processes USMLE Step 3 applications in the order they are received.

If you submit your application online, the FSMB will begin processing your application within 2-3 business days. However, your online application cannot be completed until the FSMB receives the Certification of Identity page and any other required document(s) that you must mail to our offices. Once the document(s) arrive, your application will be completed within approximately three to five business days after meeting all requirements.

If you mail a paper application, please allow approximately 2-4 weeks for processing once the FSMB receives your application."

Wonder if there is a good website for COMLEX Step 3 eligibility? I would like to take this test as early as possible (definitely before residency starts). Can I register for it once I pass CS (already passed 2CK)?
