Timing for Scramle etc

I'm looking for information on timing for applications. In particular there are places I would be happy getting a place at in the Scramble. So if I were to aim to participate in the scramble rather than the main match what would I need to have done by when. In other words if I start out without having taken any of the tests but being ready to could I, for example, take the Step 1 in January, the Step 2 and CSA in Feburary or March and participate in the Scramble. I know this sounds mad but I only really thought of the idea of aiming for this year rather than next year the other day. Is this possible in any way and does anyone know of an official prouncement on deadlines etc? Thanks for all your help.

OK, I'll put it this way, what is the minimum you have to have completed to be able to participate in the Scramble? Help someone please, heaps of people have viewed the post but no one's answered... 🙁 Here's hoping!
