Timing Question: Waiting to designate most of the schools after new DAT score?

I am a re-applicant and need your advice on the timing of my re-application. Last cycle I got 2 interviews, and I'm currently still on 1 waitlist. My stats: cGPA: 3.36, sGPA: 3.24, DAT 19/19/19 (with a low Reading score of 16, OC 18, Bio 18), 130 hrs dentistry shadowing, 400+ hrs volunteering, and lots of ECs. I'm planning on doing a post-bacc in my gap year.

1) I just submitted my reapplication today, but only designated 1 instate school (VCU).
I am retaking the DAT in late July/early August to hopefully bring the scores up to the 20s. In terms of competitiveness, would it be too late for my case to designate all the rest of the schools after I get my new DAT score?

2) Also, here is my tentative list of schools. What are your thoughts? Any suggestions of schools to add/remove will also be appreciated!

Midwestern University-Illinois
University of Southern California
A.T. Still University
University of Nevada
Boston University
University of Southern Nevada
Western University
The University of North Carolina at Chapel Hill
Columbia Presbyterian
Tufts University
University of Michigan
Midwestern University-AZ
University of South Carolina

The earlier you apply and get in your secondaries, the better the chance you have of getting an interview and possibly getting accepted. The risk/choice is up to you. Id rather blow the money and have a better chance for this cycle.

Howard University----Are you black? Not to be offensive, but this primarily a black school if memory serves me correctly.
Midwestern University-Illinois---good call
University of Southern California---with a 20 you'd be right up there.
A.T. Still University----good call
University of Nevada---They tend to prefer GPA is i remember correctly
Boston University---This school would be perfect if you had a slightly higher DAT. With a 20 you'd be right up there.
University of Southern Nevada---Is this new?
Western University--This school seems like a good choice.
The University of North Carolina at Chapel Hill----out of state numbers?
Columbia Presbyterian----uh...I think you need to bump up your DAT a lot. This school is known to really only care about DAT.
Tufts University---Another good choice
University of Michigan---no clue
Midwestern University-AZ---good call
University of South Carolina---what is there out of state like?

I honestly think it better to wait. Applying with the same stats seems kinda pointless. You have to either raise your GPA, DAT, or ECs. Just apply to your state school until you see how your new DAT score looks. IF you were to apply before, I feel you'd be spending lots of cash without knowing how your DAT may turn out.

with a 20+ though I think you'd be accepted at one of those schools.

I feel inclined towards applying after I know my new DAT score too. Thanks so much for your comments to each of the schools!!
