What is the basis for this?

If there are no selective survival, no selective breeding (e.g., both alleles equally fit), no new mutations (which introduces new alleles), no stochastic events (e.g., genetic drift, shift) then you would expect the frequencies of alleles to remain constant over time even if population size changes. Hardy-Weinberg equilibrium is an ideal. Rarely do such criteria fit in nature.
 
Since the allele frequency will not change unless there are specific disturbing influences such as mutations etc. Hence the allele frequency wlll remain in equilibirum through generations
