I went to Chicago as an undergrad for a couple years, and they were the worst of my life. The UC is in the middle of a slum, and I only knew a couple people who weren't totally soulless gunners. I can't speak for the med school, though--it does have an awesome teaching building.
I should mention that the incompetence of the Chicago residents at the Health Service was legendary. That was ten years ago, though.
I'd go to Ann Arbor. Great school, and really nice university town.
