Often times, if you are borderline, they'll interview other candidates first and then extend an interview out to the borderline candidates if there are spots left. That's why if two people are complete on, say, November 21st someone might get an interview invitation two days later, and the other one might receive theirs three months later. Just hold out-- there are quite a few more invites left for UCLA to give out. It probably has nothing to do with you, just how the admissions committee thinks you'll fit in specifically at UCLA.
