umn vs nyu --mph in epi

Hi everyone,
It is sooooooooooo hard to choose a graduate school. I got reject letters from my top choices. Now, I have to decide to choose one between UMN and NYU. I applied MPH in epidemiology. UMN is #8 in public health. NYU is in New York City, and NYU has good reputation in global health.
Could anyone give me some suggestions?

What's more important--choice of programs and flexibility (UMN since it's bigger) or being in a city you like (NYU)? That's how I'd make my decision.
