I was curious as to whether admission panel takes into factor the schoolwork of a University student vs a Comm College student. Universities are usually more competitive and therefore, can be harder to make better grades.

It is highly regional. States and regions with a reputation for excellent community colleges, like here in CA and in TX, the schools tend to be more lenient. There are always outliers, however, like USC in CA strongly discourages pre-requisites being taken at a CC. They accept them, but "with reservation."

I agree. The cc provide the same quality information as the universities. But the advantages of the universities are that they have higher resources and can provide you with a bachelor degree.
Although I don't know for sure, logic and recounts from other people suggest that the standards of CCs are lower than good U's. Sure it may be the same fundamental concepts, but the learning expectations tend to be lower to cater towards the population attending CCs - for the most part, students unable to obtain admission into good U's and those with working lives that interferes with academic focus. This may come in the form of reduced breadth/depth of exam questions, exam format (MC vs short answer, "cheat sheets", etc.), and grading curve.
