1. Is it true officers with prior service maintain their Base Pay Rate while at USUHS but are O-1s and receive O-1 BAH? If so, is this a permanent change?

2. Are undergrad classes taken 10 years or more prior to the expected date of entry to USUHS still valid for admission purposes?
 
1. Yes. As permanent as any congressional bill is.
2. Yes. They wouldn't expect you to re-earn another undergrad degree.

If this is true it must be new! Those with prior officer service only got O1 base pay when I was at USUHS.

Yep. It is the "save pay" provision of the National Defense Authorization Act of 2008. It applies to USUHS students and HPSP on their ADTs. Even though pay is at prior grade(e.g., O-3 or O-4), BAH is still at current grade (i.e., O1)
