Verbal vs PS and BS

It seems to me that the only way to improve verbal is just practice. I can't seem to get better than 9-10.

As far as the BS and PS, is it basically just a matter of knowing the material that can help me score in the 11s 12s or above?

Yes, and practice. You need knowledge and experience for the science sections. Doing passages really helps.
