Very confused about ERAS Logistics

1) Do I pay the $80 USMLE processing fee when I apply to certify/submit and apply to programs?

2) Does ERAS automatically pull USMLE scores in time for programs to see it, as long as I submit before the 27th?

3) My school doesn't release MSPE until October 1, is this normal?

1. Yes, when you apply
2. Usually less than 24 hours
3. No, most schools have MSPE's ready to go on opening day. But the difference between 10/1 and 9/27 is meaningless.
