Volunteering, Maybe?

So I'm on an executive board for a service based organization. Entire premise of the organization is to provide service to those in the area through volunteering, etc. How would one count these actual hours? Or should it be done by yearly basis. Because we often spend time doing things, planning things that isn't the actual act of volunteering but is the planning for it. Just wanting to know what would be a moral way to count hours of volunteering overall
 
if your ratio of "planning":"actually doing" is like 10:1, I would probably try to find some happy medium.
 
Planning as part of a group of volunteers or volunteers and paid staff is part of volunteering. If I served on the Board of Directors of the local Red Cross Chapter, I'd count those hours as volunteering.
It is a decent ratio, we do all the planning for the events and attend the events, etc. Possibly in the works on starting a non profit Homeless project, I'm assuming only once it's started up and actually fulfilling volunteer efforts can it be counted towards any volunteering. But one other thing, I'm on a task force started by the local police department in the aide of homelessness. Should that be listed as volunteering or as it's own thing? Somewhat of a different experience I guess. @LizzyM @DrHart
 
I'd say that it is all volunteering just as planning the meal and cooking it is volunteering and not just the face-time you spend with the people while you fill their plates in the soup kitchen. Likewise, stocking shelves and filling blanket warmers is counted as clinical volunteering in the ER and not only the time spent asking patients if they need a blanket.
