what does it mean when program says "the maximum number of weeks students can take electives is 8" ? Does it mean I can only do 2 electives at the institution or does it mean one elective can only be done at most 8 weeks?

it means you can rotate for a total of eight weeks at the institution. You can obtain that total by taking 2 four week electives, 4 two week electives, 8 one week electives, etc. to answer your question directly, you can do 2 electives provided the combined total number of weeks does not exceed eight weeks, or you could only do one elective at that institution for eight weeks. Hope that answers your question.
