what does it mean when program says "the maximum number of weeks students can take electives is 8" ? Does it mean I can only do 2 electives at the institution or does it mean one elective can only be done at most 8 weeks?

it means you can rotate for a total of eight weeks at the institution. You can obtain that total by taking 2 four week electives, 4 two week electives, 8 one week electives, etc. to answer your question directly, you can do 2 electives provided the combined total number of weeks does not exceed eight weeks, or you could only do one elective at that institution for eight weeks.
